An Act relating to healthcare; creating a targeted rural and community health stabilization program within the Department of Health to provide grants, workforce retention assistance, and telehealth support for eligible rural clinics, federally qualified health centers, and community-based providers serving medically underserved areas; expanding behavioral health access through mobile crisis partnerships, counseling capacity, and referral coordination; appropriating funds to improve emergency response capacity, including limited equipment, transport coordination, and rural readiness planning; requiring annual reporting to the legislature on access, staffing, and patient outcomes; and providing eligibility, accountability, and rulemaking requirements.
