This bill establishes a streamlined state review and permitting process for mixed-income infill and transit-oriented housing projects located on eligible parcels near rail stations, major bus corridors, and designated redevelopment areas, including remediated brownfields, provided such projects reserve a meaningful share of units as affordable to low- and moderate-income working families. To receive state financial assistance, tax incentives, or infrastructure support, applicants must enter into enforceable anti-displacement plans that may include right-to-return preferences, tenant relocation assistance where applicable, local affordability covenants, and coordination with municipalities on small business and neighborhood impact mitigation. The bill further prioritizes reuse of vacant and contaminated land, encourages mixed-use development, and directs relevant state agencies to issue uniform standards to reduce delay while preserving environmental review, local input, and compliance with existing labor and fair housing laws.
