This Act establishes state incentives, including competitive grants, low-interest financing, and targeted tax credits, for the construction or preservation of workforce and middle-income housing. Eligibility shall prioritize projects that include long-term affordability requirements, use local labor where practicable, and are located near existing water, wastewater, transportation, and other public infrastructure. State agencies shall coordinate a consolidated, time-limited review for eligible projects while maintaining health, safety, environmental, historic-preservation, and community-notice requirements. Implementation shall be subject to legislative appropriations and annual public reporting on units produced, affordability levels, and program costs.
