Workforce Housing and Affordable Communities Act

This bill would establish a competitive HUD grant program for high-cost, supply-constrained communities, including Hawaii, to support the construction and preservation of affordable rental housing and entry-level homeownership units. Grants would fund zoning and permitting improvements, infrastructure, modular and climate-resilient construction, and partnerships with nonprofit and private developers, with priority for projects serving teachers, health-care workers, first responders, and other essential workers. The bill would also provide down-payment assistance and low-interest financing for eligible first-time homebuyers, subject to affordability, income, labor, and long-term occupancy requirements.
