This bill would direct the U.S. Department of Agriculture to establish a five-year Wisconsin pilot program providing low-interest loans, loan guarantees, and technical assistance to family farms adopting soil-health practices, including cover crops, crop rotation, reduced tillage, and improved nutrient management. Mr. President, I rise in support of the Wisconsin Family Farm Soil Health and Resilience Act. Senator Lee is right that high input costs and unpredictable weather can push a family farm to the edge. This bill does not promise that government can eliminate every risk. It gives small and mid-sized farmers a fair chance to make investments that can protect their land and their livelihoods.

Mr. President, I rise in support of the Wisconsin Family Farm Soil Health and Resilience Act. I come from North Carolina, but I know the pressures facing family farms are not confined by state lines. Input costs are high, weather is unpredictable, and a bad season can put a small operation on the edge.
