To restore integrity to the immigration system and strengthen public safety, this Act shall authorize targeted increases in funding for border surveillance, physical barriers in high-traffic sectors, and additional Customs and Border Protection and Immigration and Customs Enforcement personnel; increase criminal penalties for repeat unlawful entry after removal and for human trafficking and organized smuggling operations; require improved federal-state information sharing for immigration detainers consistent with due process; and bar the use of non-emergency federal means-tested public benefits for individuals not lawfully present in the United States, while preserving emergency medical care, disaster response, and protections required under existing federal law.
