To strengthen national security, uphold the rule of law, and protect American workers, this bill shall authorize targeted increases in U.S. Customs and Border Protection personnel and surveillance technology at high-traffic sectors of the southern border; require the phased nationwide use of E-Verify for new hires with safe-harbor protections for employers acting in good faith; increase penalties for knowing and repeated unlawful employment practices, document fraud, and human smuggling tied to unauthorized labor schemes; and provide limited grant support to states and local communities facing significant fiscal strain from federal immigration enforcement shortfalls, with regular reporting to Congress on implementation, costs, and workforce impacts.
