To strengthen enforcement of federal immigration law, the Secretary of Homeland Security shall prioritize the identification, detention, and removal of non-citizens who unlawfully reenter the United States after a prior removal or who are convicted of repeated criminal offenses, and is authorized to expand personnel, detention capacity, transportation, and interoperable screening systems for that purpose, subject to existing law and due process protections. The bill shall also require nationwide use of an employment eligibility verification system for new hires over a phased implementation period, increase civil and criminal penalties for employers who knowingly hire or retain unauthorized workers, provide additional investigative resources to the Department of Homeland Security and the Department of Justice for worksite enforcement, and establish a safe-harbor process for employers that make timely good-faith compliance efforts.
