To strengthen immigration enforcement and protect American workers, this bill shall require all employers nationwide to use the federal E-Verify system for new hires within 18 months of enactment, establish escalating civil penalties for employers that knowingly hire unauthorized aliens or fail to comply, condition certain federal law-enforcement and community development grants on state and local cooperation with lawful federal immigration detainers and information-sharing requests, and provide additional funding for U.S. Immigration and Customs Enforcement, border personnel support, and worksite enforcement operations, with exceptions and due-process protections consistent with federal law.
