A bill to expand access to affordable housing and reduce homelessness in high-cost states and island communities by increasing funding for the National Housing Trust Fund and HUD Continuum of Care grants; establishing a competitive grant program for the construction, preservation, and rehabilitation of rental housing for low-income and working families in geographically isolated and high-cost areas; expanding housing choice voucher support in markets with severe rent burdens; and authorizing partnerships with state, local, and nonprofit providers to deliver supportive services for seniors, veterans, Native communities, people with disabilities, and families at risk of homelessness, with implementation standards focused on cost efficiency, local flexibility, and measurable reductions in housing instability.
