Governor Acton Signs Strategic Investment and Job Creation Act into Law

AUSTIN – Governor David Acton today signed the August Texas Strategic Investment and Job Creation Act of 2026 into law, creating a clear, performance-based framework to attract private investment, expand the tax base, and create jobs across Texas.

“This law is about growing opportunity the right way,” said Governor Acton. “It rewards projects that deliver real jobs and new tax revenue while protecting taxpayers with hard limits, independent reviews, and automatic clawbacks. More investment means more jobs and a stronger tax base for schools, roads, and communities. including cities and regions that have felt left behind.”

The new law provides tiered property tax abatements of up to $20 million for major projects that meet strict revenue and job targets. It also offers limited, repayable infrastructure support for roads and utilities and expedited permitting to reduce delays.

Key features include:

  • Performance tiers that only reward projects projecting strong net new tax revenue
  • A firm $20 million per-project abatement cap
  • Independent third-party verification of all projections
  • Automatic clawbacks with interest if targets are not met
  • Annual public reporting on jobs created and return on investment
  • A five-year sunset to ensure accountability

“Texas wins when private investment grows and taxpayers are protected,” Governor Acton added. “This law delivers both. It will help create jobs, strengthen local economies, and expand opportunity for families across our state.”

The law takes effect immediately.
