Senator Ethosyde Hydra issued the following clarification regarding implementation questions raised about the Michigan Skilled Workforce and Technology Jobs Act:

“The legislation’s focus on measurable outcomes is intended to go beyond enrollment numbers. Relevant measures include program completion, recognized credentials, job placement, starting wages, wage growth, employment retention, and opportunities for advancement.

Statewide access also requires examining practical barriers to participation. That includes geographic availability, particularly in rural and underserved communities, as well as transportation, childcare, scheduling, and access to appropriate training opportunities.

Employer demand is intended to help identify fields where durable employment opportunities exist; it is not intended to be the sole measure of a program’s value. Worker safety, competitive wages, career advancement, and long-term employment outcomes remain relevant measures.

The proposal calls for evaluating effective existing workforce resources first to reduce unnecessary duplication. Where those resources do not address a documented need or access barrier, that gap should be identified and evaluated rather than assumed to be adequately served.

Implementation details, costs, benchmarks, and reporting requirements remain appropriate subjects for legislative debate. The objective is a framework in which lawmakers and the public can determine who is being served, what outcomes are being achieved, and whether workforce resources are producing measurable results.”
