Governor David Acton Introduces Texas Energy Security and Power Act of 2026

**AUSTIN **– Governor David Acton today filed the Texas Energy Security and Power Act of 2026, a pro-growth bill to meet rising electricity demand, expand reliable energy, and protect the grid while keeping costs low for taxpayers.

“Texas leads the nation in energy,” said Governor Acton. “This legislation cuts red tape for natural gas and advanced nuclear projects, hardens the ERCOT grid against threats, and encourages private-sector partnerships with data centers and manufacturers. We’ll deliver affordable, reliable power and create thousands of high-paying jobs without raising taxes or adding new spending.”

Key provisions include:

  • 90-Day Permitting: State agencies must review permits for natural gas, nuclear, data centers, manufacturing, and infrastructure projects within 90 days — with automatic approval if unmet (while maintaining safety standards). Priority for corporate-backed projects.

  • Natural Gas Expansion: Low-interest loans (capped at 3%) from the Texas Energy Fund for new dispatchable generation, with performance bonuses funded by repayments.

  • Nuclear Acceleration: Support for small modular reactors through targeted, repayable assistance and workforce training — using existing revenues only.

  • Grid Security: Creates the Texas Grid Security Task Force to combat cyberattacks, weather risks, and foreign supply chain threats. Prioritizes reliable natural gas and nuclear resources.

  • Public-Private Partnerships: Allows voluntary agreements with energy-intensive businesses for co-investment and faster deployment of firm power.

All incentives are funded through revolving loan repayments, natural gas royalties, and private contributions. No new taxes or general revenue spending. Annual audits and a 5-year sunset review ensure accountability.
