Colorado Legislators to Form Special Committee on Bringing a DFL Franchise to Colorado

6/15/2026, 3:21:52 AM · Jordan Carter

DENVER — A bipartisan group of Colorado state legislators today announced the formation of a Special Committee on Sports Investment and Partnerships, tasked with assessing what it would take to land a Dynamic Football League franchise in Colorado. State Legislator Jordan Carter (D-Denver) will chair the committee.

The committee will study the funding mechanisms, public-private partnerships, and stadium and facility commitments required to field a competitive team — and will weigh the costs and returns to taxpayers before any proposal moves forward.

“A franchise is a serious investment, and serious investments deserve serious scrutiny,” said Carter. “Our job is to find out whether the partnerships and the numbers actually work for Colorado — for the fans, for the workers who’d build and staff it, and for the taxpayers who’d help underwrite it. We read the fine print before we make a pitch, not after.”

The committee will convene partners from across the public and private sectors, including potential ownership groups, labor, and local economic development officials, and will report its findings to the full legislature.

“Colorado shows up for its people, and we’ll definitely support our home team,” Carter added. “If we’re going to do this, we’re going to do it right — and we’re going to do it together, across the aisle.”
