DES MOINES, Iowa — Governor Abigail “Abby” Shaw today announced the introduction of the Rural Broadband Acceleration Act (RBAA), a targeted, pro-growth bill designed to rapidly expand reliable high-speed internet to unserved rural homes, farms, and small businesses across Iowa. “Iowa feeds and fuels the nation—now we’re going to connect it, faster, with less red tape,” said Governor Shaw. “This bill rewards results, not paperwork. If a provider turns up service at a rural address, they earn the credit—simple as that. We’re cutting timelines, cutting forms, and keeping government out of the way so families, clinics, and schools can get online.” What the bill does Pay-for-performance credits: Refundable, per-location tax credits when providers activate ≥100/100 Mbps service at unserved addresses—no data caps, low latency. Minimal bureaucracy: A single one-page certification to claim credits; approvals deemed granted in 30 days unless ineligible. Faster builds: 45-day permit shot clocks statewide with cost-based fees and a single online filing portal. Lower barriers: Streamlined pole attachment timelines and expedited dispute resolution. Smart targeting: Focuses incentives on unserved census blocks; guards against subsidizing areas that already have adequate service. Sunset & accountability: Time-limited program with light-touch reporting and audit powers to protect taxpayers. Governor Shaw urged swift action: “Let’s get this to my desk quickly so private carriers can start laying fiber and lighting towers this construction season.”
