Governor Acton Files Texas Strategic Investment and Job Creation Act
AUSTIN – Governor David Acton today filed the Texas Strategic Investment and Job Creation Act of 2026, a performance-based incentive package designed to attract major projects while protecting taxpayers.
“This bill builds on stakeholder input—including from those seeking stadium partnerships—to deliver smart, targeted incentives that reward real private investment and job creation,” said Governor Acton. “Texas is open for business on terms that ensure growth benefits all Texans without blank checks.”
Key provisions include:
- Performance-based property tax abatements for major projects (sports venues, manufacturing, data centers, mixed-use) that meet job creation targets and generate tax revenue exceeding the abatement value within seven years, with automatic clawbacks if targets are missed.
- Limited, fully repayable infrastructure support (prioritized for roads and utilities) capped at 15% of project costs, with clear revenue-sharing in public-private agreements.
- 30-day fast-track permitting for approved projects and regulatory waivers for qualifying developments.
- Annual reporting to the Legislature on jobs created, revenue generated, and return on investment.
The Act sunsets in five years to maintain accountability.
“I urge the Legislature to pass this bill quickly,” Governor Acton added. “It strikes the right balance by spurring economic development in San Antonio and across Texas while upholding fiscal responsibility.”
The bill is now scheduled for debate by the Legislature in the next few days.
