They are asking for reassurance,” Landberger said. “When legitimate questions are met with defiance instead of transparency, it sends the wrong message. Public service requires humility, accountability, and respect for the public’s trust.” Recent reporting by Keystone Ledger detailed how, during Alton’s tenure as county executive, his administration aggressively advanced a development deal involving a former employer. Months later, a close family member accepted a salaried position with the same company. While no lawbreaking has been alleged, ethics experts have cited the appearance of favoritism as troubling. Landberger emphasized that the issue is not legality, but judgment. “This is not about whether something was technically allowed in 2012,” Landberger said. “It is about whether leaders understand how their decisions look to the people they serve.
