AUSTIN – State Representative David Acton (R-Fort Worth, District 91) has introduced Texas Iryna’s Law, a comprehensive piece of legislation designed to enhance public safety by ensuring that dangerous offenders are not released pretrial without adequate safeguards. The bill is named in honor of victims like Iryna Zarutska and draws inspiration from similar reforms implemented in North Carolina. The proposed legislation addresses significant gaps in the current pretrial release process. It aims to restrict the use of unsecured or cashless release options, such as written promises, for individuals charged with violent felonies or those with previous violent convictions. Instead, the bill mandates sufficient secured bail to better ensure court appearances and enhance public safety. Representative Acton stated, “Texans of all backgrounds deserve to feel safe in their neighborhoods, on public transit, and in their daily lives.” He expressed concern over repeat offenders being released under minimal conditions, only to commit further violent acts. The bill seeks to implement common-sense safeguards, including stronger judicial oversight, mandatory mental health evaluations when necessary, and pathways for treatment or commitment for individuals posing a risk due to mental illness.
