Governor Barker Introduces North Texas Highway Anti-Trafficking Act

Governor Harvey Barker announces the North Texas Highway Anti-Trafficking Act, aimed at combating human trafficking along major transportation routes in North Texas.

Governor Harvey Barker has announced that the first bill to be presented in the January legislative session will be the North Texas Highway Anti-Trafficking Act. The bill is scheduled for debate tomorrow morning. In his announcement, Governor Barker emphasized the importance of addressing human trafficking, stating, “Human trafficking is not an abstract problem. It is happening along our highways, in real time.” The legislation aims to equip law enforcement with the necessary tools to combat this issue effectively. The North Texas Highway Anti-Trafficking Act focuses on major transportation corridors, including Interstate 35W, Interstate 20, and Interstate 30. These routes have been identified as frequently used by human trafficking networks due to their high traffic volume and proximity to population centers. The bill proposes enhanced training requirements for law enforcement officers involved in highway patrol and traffic enforcement, ensuring they can recognize trafficking indicators and coordinate effectively with state and federal task forces. Additionally, the legislation introduces a voluntary certification and awareness program for commercial truck drivers. This program acknowledges the unique position of truck drivers in identifying and reporting suspected trafficking activities. Drivers who complete the training and provide credible tips leading to rescues or arrests will be eligible for formal recognition and financial rewards. The act also mandates the Department of Public Safety to increase targeted patrols and outreach efforts along high-risk corridors. This includes expanding engagement at rest areas and truck stops and improving collaboration with local law enforcement through grant-supported joint operations. Funding will be allocated to ensure these initiatives are implemented effectively, with annual reporting requirements to measure outcomes and accountability. Governor Barker reiterated the commitment to public safety and victim protection, stating, “This bill sets the tone for the work ahead.” He expressed hope for a constructive debate as the legislative session begins, emphasizing a shared responsibility to confront crimes that exploit vulnerable individuals. The North Texas Highway Anti-Trafficking Act will be formally introduced when the legislature convenes tomorrow morning.
