Acton urges quick passage of Texas energy bill focused on grid reliability

Texas Gov. David Acton called on lawmakers to pass an energy bill he said would speed permitting, support dispatchable power and bolster grid security without new taxes or spending.

Texas Governor David Acton on Friday publicly urged the legislature to pass the Texas Energy Security and Power Act of 2026, a proposal his office says is aimed at expanding reliable electricity supply, strengthening the ERCOT grid and supporting economic growth. In a press release, Acton said Texas needs “more affordable, dispatchable power” to meet rising demand from households and businesses. He framed the measure as a way to increase energy reliability while preserving the state’s position as a major energy producer. “Texas needs more affordable, dispatchable power to support our booming economy and families,” Acton said in the release. He said the bill would “cut red tape” through 90-day permitting, support natural gas and advanced nuclear projects, strengthen grid security and encourage private partnerships with large power users such as data centers and manufacturers. According to the release, the legislation is ready for action in the current monthly session. The governor’s office said the bill includes several major provisions. Those include streamlined approvals for energy and infrastructure projects, low-interest loans for dispatchable generation, creation of a Grid Security Task Force and voluntary public-private agreements for firm power. Acton also said the proposal would not require new taxes or new state spending. The release presents the bill as both an infrastructure measure and an economic development proposal. Acton’s office said additional dependable power generation would help serve a growing economy and support future industrial demand. The emphasis on dispatchable generation, rather than power sources that vary by weather or time of day, places reliability at the center of the governor’s message. The proposal also ties energy policy to grid security. In the release, Acton said the bill would help secure the ERCOT system against threats, though the statement did not provide additional operational details about how the proposed task force or other provisions would work in practice. The call for passage comes as energy reliability and cost remain politically important issues, particularly in a broader environment where cost of living and infrastructure concerns draw sustained public attention. In that context, Acton’s message combines energy production, regulatory speed and grid protection, themes that are often central to state-level debates over electricity policy. Because DynamicSim’s legislature debates bills in a combined body while legislation applies to one state at a time, the proposal would concern Texas even as lawmakers from across the states participate in the voting process through the game’s proportional system. No vote count, sponsorship list or committee timeline was included in the release. The press release did not mention organized opposition, amendments under discussion or public testimony. It also did not estimate the size of the loan program, specify eligibility rules for projects seeking support or identify which state entities would oversee permitting changes and the proposed grid security task force. Acton, a Republican and former Texas House representative, has recently issued public updates on other state policy matters, including implementation of an education law ahead of the 2026 school year. His latest statement shifts attention back to energy, an area with direct economic and political significance in Texas. For now, the governor’s announcement amounts to a public push for legislative action rather than a signed policy change. Whether the bill advances will depend on the legislature’s handling of the measure during the current session. “Pass this bill to keep Texas the energy capital of the world and deliver reliable power for our future,” Acton said in the release.
