During the announcement, Peniamina stated, "every family deserves a place to call home," and pledged to take action against Wall Street investors who have been implicated in driving up rental prices. Peniamina criticized corporate landlords for treating neighborhoods as investment portfolios, claiming they buy single-family homes, increase rents, and neglect property maintenance, which ultimately harms families. "That ends now," he asserted, indicating a commitment to reform. The proposed plan includes several key initiatives aimed at improving housing affordability and protecting renters. Among these is the Wall Street Accountability Act, which seeks to limit the ability of private equity firms to purchase single-family homes, impose taxes on speculation, and require corporate landlords to maintain their properties. Additionally, the National Rent Stabilization initiative aims to cap annual rent increases at 3% or inflation, whichever is lower, while also banning so-called junk fees that can burden tenants. Peniamina emphasized the urgency of the situation, stating, "The cost of living is crushing working families. Rents are up. Groceries are up. Insurance is up. Wages are flat. That's not a market correction. That's a crisis. And I'm going to fix it." Another significant component of the plan is the Affordable Housing Trust Fund, which proposes a $100 billion investment to build and preserve affordable housing, particularly focusing on low-income families and communities of color. Peniamina also introduced a Home Repair Loan Program, offering low-interest loans for essential home repairs, specifically targeting underserved communities. To further support tenants, the plan includes provisions for legal representation for those facing eviction and the establishment of just-cause eviction standards. "Housing is not a commodity.
