In 1983, he completed a Doctorate of Jurisprudence at Mercer University School of Law. Career Early Career Davis began his professional journey in human resources at the Mercy Healthcare System. He served in various roles, culminating in his appointment as Director of Human Resources at Mercy Hospital Fort Smith from 1982 to 1989. Political Career His political career took off with his service as Director for Fort Smith’s Board of Directors, representing the 2nd Ward from 1989 to 1997. Davis was then elected Mayor of Fort Smith, a position he held until 2006. His effective leadership led to his appointment as Secretary of Human Services for Arkansas, a role he fulfilled until becoming the 19th Lieutenant Governor in 2011.
