Mr. Speaker, 

I move to amend the legislation to add the following:

SEC. 3. PROMOTING DOMESTIC ENERGY PRODUCTION.
(a) Offshore Energy Production.
(1) The Secretary of the Interior shall expedite permitting for offshore oil and gas exploration and production by:

Prioritizing applications from U.S.-based companies.
Establishing a streamlined approval process that reduces average permit processing times to 180 days.
Allocating $200 million for geological surveys to identify high-potential offshore drilling areas.
(2) Lease sales for energy development shall include incentives, such as reduced royalties, for companies committing to employ 75% or more U.S. citizens for operations.
(3) Nothing in this section shall be construed to override existing state laws with respect to offshore energy production.
(4) Under this act no leases in sections 3(a) and 3(b) may be issued to areas under restriction including but not limited to: the Alaska Presidential Withdrawals (Chukchi Sea, North Aleutian Basin, Northern Bering Sea Climate resilience Area, Beaufort Sea), Atlantic Presidential withdrawals (Atlantic Canyons, South Atlantic and Straits of Florida planning area), Gulf of Mexico Presidential Withdrawals (Portions of Central and Eastern Gulf of Mexico planning areas), the National Marine Wildlife Sanctuaries (NMS of American Samoa, Hawaiian Islands Humpback Whale NMS, Monterey Bay NMS, Channel Islands NMS, Olympic Coast NMS, Cordell Bank NMS, Greater Farallones NMS, Gray's Reef, Monitor NMS, Florida Keys NMS, Stellwagen Bank NMS, and Flower Garden Banks NMS.) Other restrictions: (Yukon Delta National Wildlife Refuge, Alaska Martine National Wildlife Refuge, Navassa Island National Wildlife Refuge, Rose Atoll National Wildlife Refuge, Biscayne Bay National Park, Phillip Burton Wilderness Buffer Zone, and Santa Barbara Channel Ecological Preserve and Buffer Zone) the Marine National Monuments (Marianas Trench Marine National Monument, Northeast Canyons and Seamounts Marine National Monument, Pacific Remote Islands Marine National Monument, Papahānaumokuākea Marine National Monument, and the Rose Atoll Marine National Monument), in addition no leases may be issued within the boundaries of any national park, national wildlife refuge, or National Monument.

I also move to strike section 3(b)(2):

(2) A 10-year tax holiday on federal land leases will be granted to companies that produce a minimum of 500,000 barrels of oil or equivalent within the first year of operations.

Our constituents elect us to deliver results and move the country forward. Any progress is better than nothing. Unfortunately, here in D.C. we tend to let the perfect become the enemy of the good, and as a consequence, we are left with nothing to bring home to our constituents except excuses and finger-pointing. 

 

This bill has already undergone the rigorous legislative process to get where it is today. It is a product of increasingly rare bipartisan compromise. It stands to deliver much needed relief to consumers while building out our energy capabilities along all fronts—fossil fuels and the many alternatives. Because of this bill, energy will be cheaper for our constituents now and in the future and our country will be more independent of bad actors on the world stage. 

 

It is not a perfect piece of legislation, but simply because it could be better in this way or that way, we should not derail its passage at the final hour. I do not want to be the man who goes home to his people and tells them that I voted to make energy more expensive and potential jobs are lost simply because I thought we could get even more jobs or even slightly cheaper energy with some controversial other provision. Voters won’t be fooled; in the end, the costs are greater for them and the jobs aren’t there and no one is happy. We are elected to do better and rise above silly games and spiteful antics. 

 

I call on my colleagues to honor the bipartisan process that produced this bill and vote down these amendments. We must show that we are willing to stand up for the same kind of values and principles that the people who sent us here live by everyday. Do not let the perfect become the enemy of the good and leave our people disappointed once more. Let us pass this bill, get it signed into law, and get real results delivered for our people right now.

    • Covenant of the New Dawn expands political influence across Montana Posting at Vesica's request 17 members of the Covenant of the New Dawn have taken office in the Montana State Legislature after being elected in the 2026 elections. That now signifies 11% of Montana state legislators being connected to the group. The controversial religious and militia group, that many consider a cult, has been expanding its power within Montana in recent years under the leadership of Reverend William Gardener. Latest reports on their locations have the group at seven compounds across the western part of the state.   Courtesy of VoxLibertatis @Goldie The 17 newly elected members of the state legislature connected to the group are members of both parties. This is an increase of 13 from the last state congressional session. The four members of the legislature who were connected to the group in the last session shared the common denominator of all having openly credited the Covenant with helping them cope with past traumatic experiences. Whether the newest members have experienced similar tragedy is unknown at this time. The group continues to win hearts and minds across Montana with their survival classes, support for churches, and communal dinners. All of this comes after the failed raid of the Covenant of the New Dawn compound in the White Mountains west of Lolo in late 2025 that led to deep consequences across the state of Montana including the firing of Bryan Lockerby, the Division Administrator of Montana's Division of Criminal Investigation, as well as the attempted Montana Ethics and Accountability Commission that revealed overreach by Montana state authorities when investigating the group. The Covenant of the New Dawn is looking to expand its political influence in the coming years as well with Samuel Greer, the group's attorney, recently announcing his run for Montana Attorney General in the 2028 elections. However, the Covenant’s biggest critic within the state, U.S. Senator Wyatt Granger, won his re-election bid 53-47% over former governor Steve Bullock. This makes it clear that the Covenant of the New Dawn will have at least some powerful political opponents in the coming years.
