Point of order @Jack there are already three pieces of legislation on the floor according to the standing rules of the Senate this bill cannot proceed to debate yet.

The Majority Leader can designate up to three bills or resolutions as "Docketed Items" at a time, meaning they receive priority for Senate consideration. However, only a maximum of nine items can be on the Senate's Calendar for discussion at once. This rule is designed to keep the Senate's agenda manageable and prevent it from being overwhelmed with too many items. By limiting the number of priority and overall items, the Senate can focus on important issues with proper attention. This process helps ensure orderly and efficient legislative progress.

The only exception is special orders, Section 4(g)(2) of the rules, which any subject may, by a vote of two-thirds of the Senators present, be made a special order of business for consideration and when the time so fixed for its consideration arrives the Presiding Officer shall lay it before the Senate, unless there be unfinished business in which case it takes its place on the Calendar of Special Orders in the order of time at which it was made special, to be considered in that order when there is no unfinished business.
